...Israel continues to withhold tax clearance revenues it collects on behalf of the Palestinian Authority, and the contraction of economic activity is expected to reduce Palestinian domestic tax revenues.
In addition, he said the irregular operation of the Karni commercial crossing between Gaza and Israel and the system of internal closures in the West Bank hinder the movement of people and goods, exacerbating poverty and unemployment, and adding to the humiliation and hardship caused by barrier construction and other factors.
"The UN has repeatedly expressed its concern over these matters and continues to remind Israel that it must uphold its responsibilities as an occupying power under international law," he said.
The report leaves out the fact that the tax clearance revenues are part of the Oslo Agreement and the Paris Protocol, under which the PA agrees to recognize the right of Israel to exist and Israel pays the tax clearance revenues to the PA. The PA has officially rejected the entire Oslo Agreement as well as the Paris Protocol. Since the PA refuses to live up to its end of that agreement, Israel has no responsibility to live up to its end of that deal either - and would be unwise to finance a group that is dedicated to its destruction.
As usual, the UN puts pressure on Israel, and is trying to help the PA, even though the PA is dedicated to the destruction of a UN member nation, and even though the PA regularly targets civilians with military and terrorist attacks.
The UN has been taken over by terrorists and oppressors.
The U.N. resolution that ended the war and required that the soldiers be released unconditionally has been ignored by Hizbullah.
Condi and GWB relied on the U.N. to bring a peaceful and successful resolution to the Israel-Hezbollah war. They relied on U.N. troops, with the help of Lebanese troops, to keep the peace, and to insure that Hezbollah lived up to its end of the deal imposed by the U.N. in return for ending the war.
Hezbollah ignored its end of the deal and is now trying to take over Lebanon.
The U.N. can neither be relied on, nor trusted, in ending wars.
