The proposed censure of Bush by Sen. Russ Feingold (D-Wis.) is a foretaste of what will happen in the last two years of Bush's presidency if Democrats gain control of either House. The President may not be impeached, but he would be subject to a barrage of investigations once the Democrats had the subpoena power afforded by committee majorities.
This continuing effort to impeach Presidents is one of the most dangerous trends in American politics. I've posted previously on this. Nixon got us started on this by covering up Watergate to the point that he had to resign rather than face impeachment. Seeing how successful the impeachment threat was, the Left later used it against Reagan, tying up his administration for years over Iran-Contra. Then the Right used the same tactic against Clinton, bogging him down over Monicagate. The Left is now attempting to use the tactic again, for a third time, against GWB.
Who knows if Clinton might have done a better job against Al Qaeda if he hadn't been preoccupied with a successful attempt to impeach him? Who knows what terrorist attacks against the U.S. may be successful if GWB is tied up in investigations which have no purpose other than to make political hay?
It appears likely that the success of impeachment proceedings is one of the factors contributing to the hysteria of the Left, as seen in shrill statements from Cindy Sheehan, Al Gore, John Kerry, Hillary Clinton, etc. Hysteria is required to threaten a sitting President with impeachment over matters that surely do not justify putting the nation in danger by paralyzing the Presidency.
And in impeaching Clinton, the Right also succumbed to this hysteria.
Both parties must stop this harassment of sitting Presidents. We cannot afford to distract our Presidents from the business of keeping America safe.
It may be essential to pass a law or, if need be, a constitutional amendment, raising the bar for impeachment, so as to protect the country from this danger.
Update 3-2-07: The tactic has evolved. The Democrats have stated they won't try to impeach Bush; but they are still using "an avalanche of subpoenas to Bush officials" in an effort to paralyze his presidency.
