Assuming this somewhat tenuous report to be true, the reasons why bin Laden is still alive have nothing to with the locals---although being on good terms with them keeps him from having to live in a "spider hole" like Frito-Lay's favorite spokesman.
If the US gov't is aware of his location, the fact that Pakistan is a nominal ally of the US and has been a lukewarm partner in the WOT would prevent any sort of action against him without the cooperation of the Pakistani govt. My guess is that the US won't try to involve Pakistan for fear of undercutting the Islamic "credentials" of its current government, since there are sure to be bin Laden sympathizers/loyalists in high places who would tip him off and turn the raid into an embarassing fiasco. This is certainly something the Pakistani regime, already under heavy criticism from Muslim conservatives, is desperate to avoid.
